Our Father begins His case in this fourth chapter of Hosea against the preachers and ministers of our land.

The Book of Hosea is divided into two sections, the first of which is the first three chapters we have just completed giving us an overview as to the severity of the adultery/idolatry of God's people along with His plan of salvation (Hosea) to take back His estranged wife, Israel. The second section, from chapter 4 to the end, contains the details of Israel's transgressions and transgressors as our Father presents His legal case against her and lays the foundation for the judgment to come at the return of Christ.

Tim. 4:1
I charge thee therefore before God, and the Lord Jesus Christ, who shall judge the quick and the dead at his appearing and his kingdom;
The "quick" are those who are "spiritually alive", i.e. have believed in Christ and are justified by his blood. Their judgment shall be reward for their faith and their relief shall be eternal life whereby they are no longer subject to judgment or the second death (Rev. 20:6).

The "dead" are the "spiritually dead", i.e. have not remained faithful until Christ's return and/or have not accepted Him at all. They will be required by the Judge to go through the probationary period of the Millennium when they'll be taught what is Holy and what is profane. They'll await final judgment at the Great White Throne before they can receive eternal life or destruction based on their works during those 1000 years.

You see, the problem is that God's children have forgotten His Word and have once again gone astray. There is perversion and much corruption in our land. So perhaps it is timely that we as a nation currently find ourselves steeped in the midst of legal controversy and judgment, even involving the Supreme Court.

It is written concerning the judgment that shall come that it will begin at the house of the Lord (1 Pet. 4:17), i.e. with the preachers and teachers of His Word. Therefore, our Father begins His case in this fourth chapter of Hosea against the priests of our land for their failure to perform their duties and educate our people in the knowledge of His Word.

Hosea 4:1
Hear the word of the LORD, ye children of Israel: for the LORD hath a controversy with the inhabitants of the land, because there is no truth, nor mercy, nor knowledge of God in the land.
